RESTRICTIONS ON WATCHING TV ON MULTIPLE DEVICES? THE RULES ARE BEING TIGHTENED

For several weeks now, customers of the SledováníTV service have been seeing a message on Nova Group channels stating that they have reached the maximum number of devices allowed for viewing their programmes. So what are the rules for using OTT services?

The phenomenon of internet television and services known by the acronym OTT has undergone a transformation in the Czech Republic over the last decade, changing the way households consume media content. Whilst in the era of analogue and early digital terrestrial broadcasting, signal distribution was limited by physical infrastructure and the number of tuners, the current digital environment has shifted the focus of regulation towards software licences and the management of concurrent streams.

One of the most recent changes in this field, which customers of the operator SledováníTV in particular may have noticed and which affected the Nova Group’s channels, represents a typical example of the clash between users’ expectations of ‘unlimited’ digital freedom and the harsh reality of licence agreements that define the sustainability of the entire media system. To understand this issue, it is necessary to analyse not only the technical aspects of distribution, but also the legal framework within which commercial broadcasters such as Nova and Prima operate.

Broadcasters’ perspective on licences


In this chain, television stations are the ones who define the basic rules of the game based on contracts with foreign studios from whom they purchase broadcasting rights. Blanka Bumbálková, a spokesperson for Prima TV , says of the mechanism for setting limits: “The limit on the number of devices watching simultaneously is not set across the board as a standard, but is based on content licensing terms, which are similar across the entire market.”

According to Bumbálková, this is a standard process, not a deliberate attempt to disadvantage viewers. “Licensing considerations are key, because content providers specify precisely in their contracts the conditions under which their content may be distributed online. The primary reason is to protect the value of the content and prevent its unauthorised sharing outside the home, which is a requirement of our licensing partners,” she adds.

The operator’s technical reality


An operator such as SledováníTV must translate these rules into a functional technical solution. According to marketing director Lukáš Pazourek, this is not an isolated element, but part of a broader system of rules that have long been reflected in the service’s operations. Pazourek explains: “Similar measures include limits on concurrent devices, geographical restrictions within the EU, catch-up viewing periods, and the length of time recordings are stored.”

According to the operator SledováníTV, these measures are necessary to enable the platform to legally offer premium content whilst protecting its commercial interests and the rights of content creators. “This is a standard approach across the internet TV and video-on-demand market. We regard the specific configuration of these measures as part of our company’s commercial policy and will therefore not comment on them in further detail,” he adds.

The future of account sharing


The situation surrounding Nova’s channels shows just how sensitively viewers react to technical changes. Blanka Bumbálková from rival Prima emphasises that developments in this area are constant and respond to the market. “As foreign studios tighten their requirements for content protection in the digital environment, changes are also being made to viewing conditions here (Prima video library, ed.) and at other operators, who are implementing these changes into their apps on an ongoing basis.”

It is clear that the era of unlimited account sharing (within official services) is drawing to a close for all players. Indeed, we can also observe this trend among global players such as Netflix or Disney+. Operators and broadcasters agree that clearly defined boundaries are the only way to maintain the high quality of produced content in the digital age. “These factors have long been reflected in the operation of SledováníTV and are leading to restrictions on the misuse of the service in accordance with current legislation,” concluded Pazourek on this topic.
